Though China's second child policy has received fewer applications than expected in its first year, authorities are still sanguine. The policy has targeted mainly urban areas, where the one-child policy was more stringently implemented. The high costs of raising a child (education and housing) are believed to have deterred most couples. Only 6.7% of eligible couples in Beijing applied for a second child, and still require approval from the National Health and Family Planning Commission. Source: People Daily
