Projects in East Timor's village of Benunu have sat undeveloped for three years. The government, having already paid the responsible company 80% of the agreed price, refuses to pay more until the company has finished the projects, which include a canal and a market refurbishment. Some members of parliament dispute the projects, arguing that the projects will ruin historical and cultural sites. All development projects will be stalled until the current projects are finished.
