A growing conspiracy has been unearthed in Delhi after it was revealed that officials in India's Petroleum Ministry were leaking classified documents to the press and corporate organizations. The leaks have been ongoing for over 10 years, and included private letters between Modi and Finance Minister Arun Jaitley, cabinet meetings minutes, and documents detailing tariffs, duties and proposed taxes. With approval from the Prime Minister's Office, oil ministry officials' phones were tapped in order to find the culprits.
