The United Nations plans to begin peace talks Wednesday in Geneva between rival Libyan factions even though the Tripoli-based parliament has not confirmed participation. Three years after former dictator Muammar Qaddaf's demise, two rival governments and allied armed factions are threatening civil war. This meeting hopes to help the self-declared government and the internationally recognized Leon agree on a unity government.
