Maoists leader Pushpa Kamal Dahal announced that Nepal's main political parties have again failed to reach a consensus on a new constitution. The disagreements involve how to divide up Nepal in to districts, and how to balance power between government branches. The drafting process, which started in February, is representative of a long power struggle between the displaced Maoists party, the ruling Nepali Congress, and the Communist Party of Nepal.
