The Economist Intelligence Unit evaluated the countries of Latin America on a scale of 1-10 on how democratic they were on the basis that despite recent democratization of many Latin American countries, the democracies that exist are fragile. The EIU looked at five factors: electoral process and plurarlism, civil liberties, funcionality of the government, political participation and the political culture. Only Uruguay and Costa Rica are considered full democracies according to the report. Argentina and Chile both fell into the category of "Imperfect Democracies." Source: BBC Mundo, Republica
