EU leaders have called upon their foreign ministers to consider imposing further sanctions against Russia when they meet this Thursday. Amidst continual conflict between the Ukrainian army and pro-Russian rebels, Russia has been repeatedly urged to observe the Minsk ceasefire deal, a September 5th, 2014 multistep plan to achieve a truce. Nine Ukrainian soldiers have been killed in the past 24 hours, making the issues of sanctions and a ceasefire especially prudent.
