While Modi's BJP administration establishes itself in a corruption-ridden India, provincial UPA opposition governors in the states of Kerala, Assam, and Karnataka refuse to leave their positions. While a 2010 Supreme Court decision stated only "compelling" causes could remove a governor from office, the precedent was set in 2004 when UPA politicians removed BJP governors.  Modi's handling of this crisis will indicate his true ability as a reformer and politician.   http://www.thehindu.com/news/national/centre-in-a-hurry-but-governors-wont-quit/article6123902.ece
