Ri Su-yong, North Korea's foreign minister, has been on a "charm offensive" since he took office in April. He nearly spent two out of five days abroad, and his longest trip lasted 39 days in Algeria, Kuwait, Gambia, Mozambique, Lebanon, and Syria.
