Central Asia’s dependence on Russian fuel has resulted in significant economic troubles as the Ukraine crisis rumbles and the Russian fuel sector continues to operate under poor management. Russia’s decision to simultaneously repair key refineries that supply Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan has cut the supply of fuel. In addition, Russian fuel exports to Eastern Ukraine have risen 150% since 2013 as Moscow fuels pro-Russian separatists, which means fuel is being diverted away from Central Asia. Source: Eurasia Net
