Syrian opposition fighters and local government officials have agreed on a 10-day truce beginning Thursday in the last rebel-controlled district of the city of Homs. Western-backed rebels have been retreating in northern Syria for months caught between government forces on one side and the Islamic State and Nursa Front on the other. Russia is attempting to play the role of mitigator and hopes to help the rebels and Assad government achieve an agreement during Jan. 26 talks. Source: Washington Post
