ISIS off-shoot Abu Sayyaf , which seeks to establish an Islamic state on the island on Mindanao, has released two kidnapped German tourists after threatening to behead them. The group has kidnapped other civilians, foreign and Filipino, in an attempt to fundraise through ransoms and still holds seven other hostages. The Filipino government, which pressured Abu Sayyaf in to releasing the Germans, is gathering around Abu Sayaf's base in Mindanao, preparing to use force to release the hostages if necessary.
